(1.05 pm)-I rise today to contribute to this debate on Carbon Pollution Reduction Scheme Bill 2009 [No. 2] and related legislation. I note that this is the second time I have spoken on this legislation - as it is for many others in this chamber. Despite the amendments and the dirty deal announced by the Prime Minister earlier today, the legislation in front of us is no different to the legislation that we debated some months ago.

Greens launch $3.4m local green jobs boost for SA

South Australian Greens Senator Sarah Hanson-Young today joined the Minister for Employment Participation Mark Arbib in Melbourne for the national launch of the Local Jobs package, including more than $3.4 million in funding for five projects in South Australia.

The projects are part of the $360 million Local Jobs and community support components of the economic stimulus package, which were the result of successful negotiation between the Rudd Government and the Greens to secure the passage of the stimulus through the Senate in February.

9th anniversary of the United Nations International Youth Day and action on climate change

That the Senate

(a) notes:
i) August 12th marks the ninth anniversary of the United Nations International Youth Day, with the 2009 theme Sustainability. Our Challenge. Our Future;

(b) Recognises that:
i) In our global challenge to tackle climate change, it is our young people, especially those in developing countries and the Pacific Islands, whose future is at stake; and
ii) We need a commitment to strong emission reduction targets to protect our future generations;

Second reading speech: Carbon Pollution Reduction Scheme legislation

I rise to speak to the Government’s Carbon Pollution Reduction Scheme legislation, and indicate my disappointment in the model and approach that the Rudd Government has taken, particularly when we have seen 12 years of disastrous inaction from the coalition who continue to ignore the need for urgent action and some who continue to espouse climate change scepticism.

The Greens cannot and will not support a scheme that is environmentally ineffective and economically inefficient.
